Memorandum of Understanding (MOU)
MOU refers to a form of written document that expresses the desire of two or more individuals or legal entities to cooperate, be willing to abide by specified conditions and plan broader joint activities. It is not considered a binding contract of any kind (non-legally binding agreement) because it has no mandatory conditions. It only expresses the signatory's firm intention to abide by the contents stated. This is normally used for agreements with a limited scope or are not permanent. And is often called another name "Memorandum of Understanding on Cooperation". It is evidence of support for collaboration. Assisting in resources, knowledge, and personnel between agencies.
